IN THIS CHILLY MORNING. DIFFERENT WEATHER FOR US HERE
IN PHOENIX. I’M CINDY STOTLER. I’M THE DIRECTOR OF THE CITY OF
PHOENIX HOUSING DEPARTMENT. I WANT TO WELCOME YOU TO THE
ENVISION CENTER DESIGNATION FOR THE AEROTERRA COMMUNITY CENTER. THIS CENTER WAS BUILT IN 2017
WITH HOPE VI FUNDS FROM THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT. WE CALL IT HUD. IT WAS INTENDED TO SERVE AS A
RESOURCE FOR THE SURROUNDING COMMUNITY. AND TODAY’S DESIGNATION AS THE
HUD ENVISION CENTER WILL GIVE US THE RESOURCES WE NEED TO MAKE
THAT INTENTION A REALITY. THE CITY OF PHOENIX HOUSING
DEPARTMENT CANNOT BUILD COMMUNITY CENTERS OR IMPLEMENT
PROGRAMS TO IMPROVE RESIDENTS’ LIVES WITHOUT THE SUPPORT OF THE
MAYOR AND CITY COUNCIL. WE ARE TRULY BLESSED WITH
ELECTED OFFICIALS WHO FULLY SUPPORT THE HOUSING DEPARTMENT’S
MISSION. NO ONE IS MORE SUPPORTIVE OF
AFFORDABLE HOUSING AND NEIGHBORHOOD REVITALIZATION
THAN MAYOR KATE GALLEGO. SHE IS TRULY ENGAGED IN ALL THE
CITY’S PROGRAMS THAT BETTER THE LIVES OF OUR RESIDENTS. SHE HAS THE VISION AND
LEADERSHIP TO CONSTANTLY CHALLENGE US TO DO BETTER,
AND THAT’S VERY INSPIRING FOR CITY LEADERS LIKE ME. WE ARE HONORED TO HAVE HER
HERE TODAY FOR THIS OCCASION. PLEASE WELCOME

ANOTHER INNOVATIVE PARTNERSHIP, THANKS TO OUR GREAT TEAM AT
THE CITY OF PHOENIX AND PARTNERS AT HUD. THANK YOU TO OUR DIRECTOR FOR
ALWAYS CHALLENGING US TO DO BETTER FOR OUR RESIDENTS, AND TO
ADDRESS THESE VERY IMPORTANT CHALLENGES FOR OUR CITY. WE ARE GRATEFUL FOR OUR
PARTNERSHIP WITH HUD, AND REALLY HOW MUCH THE REGIONAL OFFICE
HAS MADE PHOENIX A PRIORITY. SO WE WANT TO THANK
CHRIS PATTERSON FOR BEING A GREAT PARTNER, AND
BEING BACK HERE AGAIN. WE ALWAYS FEEL LIKE PHOENIX
SHOULD BE AT THE TOP OF THE LIST OF PRIORITIES AND THANK YOU FOR
MAKING US FEEL THAT WAY. I AM THRILLED THAT WE ARE
CELEBRATING THE ENVISION CENTER DESIGNATION FROM HUD. AEROTERRA HAS BEEN A VERY
SPECIAL PART OF THIS COMMUNITY. THIS CENTER OPENED IN
OCTOBER OF 2017. I WAS PROUD TO BE THE
CITY COUNCIL WOMAN REPRESENTING THE AREA WHEN WE OPENED IT. IF YOU HAVEN’T BEEN INSIDE, A
BEAUTIFUL, FIRST-CLASS FACILITY, THAT TRIES TO REALLY ADDRESS ALL
OF THE NEEDS OF OUR RESIDENTS. WHETHER YOU’RE TRYING TO FIND A
GREAT JOB IN PARTNERSHIP WITH OUR WORKFORCE TEAM AT COMMUNITY
AND ECONOMIC DEVELOPMENT. OR WERE THINKING ABOUT THE NEEDS
OF PARENTS AND A SAFE PLACE FOR KIDS TO PLAY, AND GREAT
PARTNERSHIP WITH CITY DEPARTMENTS, INCLUDING
HUMAN SERVICES. CITY IS COMING TOGETHER TO
SUPPORT OUR RESIDENTS AND HELP THEM SUCCEED IN THEIR GOALS. WE ARE ALSO IN THE MIDDLE OF THE
EDISON EASTLAKE COMMUNITY, JUST ONE MILE EAST OF DOWNTOWN. THIS IS AN IMPORTANT COMMUNITY
THAT REALLY PLAYED A HUGE ROLE IN THE DEVELOPMENT IN PHOENIX,
AND IS ALSO AN IMPORTANT PART OF OUR FUTURE SUCCESS. WE WANT TO USE TOOLS LIKE THIS
DESIGNATION TO MAKE THAT SUCCESS A REALITY. WE HAVE 577 UNITS OF OBSOLETE
PUBLIC HOUSING IN THIS NEIGHBORHOOD, AND MORE THAN
67 PERCENT OF FAMILIES ARE LIVING HERE IN POVERTY. THE UNEMPLOYMENT RATE FOR
RESIDENTS IN THIS AREA IS MORE THAN DOUBLE THAT OF THE
CITY OF PHOENIX AS A WHOLE. WE HAVE BIG CHALLENGES, BUT ALSO
GREAT PARTNERS IN OUR RESIDENTS. THIS IS A VERY INSPIRING
COMMUNITY TO VISIT. I MEET WITH RESIDENTS WHO HAVE
OVERCOME GREAT CHALLENGE AND WHO ARE SO HOPEFUL TO THE FUTURE. IT’S A GATHERING POINT IN THIS
COMMUNITY FROM ALL ACROSS THE WORLD. WE HAVE RESIDENTS WHO COME AS
REFUGEES FROM IRAQ, SOMALIA, AND CUBA. PRIMARY LANGUAGES SPOKEN AT HOME
INCLUDE SPANISH, ARABIC, AND SOMALI. THEY SOMETIMES SHARE STORIES
WITH ME, INCLUDING ONE FAMILY FROM SOMALIA WHO SAID THIS WAS
THE FIRST TIME THEY EVER REALLY FELT LIKE THEY HAD A SAFE HOME. FAMILY WHO REALLY HAD BEEN IN
REFUGEE FACILITIES UNTIL THEY GOT TO STABLE HOUSING IN THE
CITY OF PHOENIX. AND WHO ARE SO HOPEFUL FOR THE
FUTURE, AND WHAT THEIR CHILDREN CAN BE ABLE TO DO
IN THIS COMMUNITY. WE ALSO HAVE RESIDENTS WHO HAVE
OVERCOME HUGE CHALLENGES, INCLUDING ONE GENTLEMAN WITH A
TRAUMATIC BRAIN INJURY, WHO IS IN PAIN EVERY DAY, AND YET GETS
UP, DETERMINED TO DO EVEN BETTER AND FIGHT THROUGH THAT PAIN,
WHILE ADVANCING CAREER. AND THROUGH THE SUPPORT OFFERED
BY THE ENVISION CENTER NETWORK, ALL OF THE RESIDENTS WILL HAVE
MORE TOOLS TO BE ABLE TO ACHIEVE THEIR GOALS. MY MISSION AS MAYOR IS TO BUILD
A CITY THAT WORKS FOR EVERYONE, AND TODAY IS A BIG PART OF THAT. WE WANT TO BUILD A MORE
INCLUSIVE CITY, ONE THAT PROVIDES ALL OF ITS RESIDENTS
WITH A PATH TO THE MIDDLE CLASS. WANT TO THANK THE COUNCIL MEMBER
WHO REPRESENTS THIS IS AREA, CARLOS GARCIA, WHO ALSO
SHARES THAT PASSION. YOU’LL HEAR FROM HIM

FROM HUD HOUSING AND SUPPORTIVE SERVICES PROGRAMS. AND LIKE OUR MAYOR,
HUD IS ALWAYS CHALLENGING US TO DO BETTER. WE ACCEPT THAT CHALLENGE, AND
OUR COMMITMENT TO IMPROVING OUR RESIDENTS’ LIVES IS REFLECTED IN
OUR MISSION STATEMENT. QUALITY AFFORDABLE HOUSING AND A
PATHWAY TO SELF-SUFFICIENCY. THIS MISSION CAME FROM OUR
STAFF’S DEDICATION TO IMPROVING OUR RESIDENTS’ LIVES. I COULD NOT THINK OF A MORE
PERFECT FIT FOR OUR MISSION THAN THE ENVISION CENTER, WHOSE GOAL
IS TO PROVIDE SERVICES DESIGNED TO ASSIST RESIDENTS’ ACHIEVING
SELF-SUFFICIENCY. TO LEARN MORE ABOUT THE ENVISION
CENTER INITIATIVE, I WOULD LIKE TO WELCOME CHRIS PATTERSON, HUD
REGIONAL DIRECTOR — I’M SORRY, HUD REGIONAL ADMINISTRATOR
FOR REGION 9, WHICH INCLUDES THE STATES OF CALIFORNIA, ARIZONA,

IMPACT OF WHAT IT WILL PROVIDE FOR YOU AND YOUR FUTURE. I’D ALSO LIKE TO ACKNOWLEDGE
CITY COUNCILMAN CARLOS GARCIA. IS CARLOS HERE? I HAVE NOT MET HIM YET, SO. I THINK THE LEADERSHIP IN
WHICH WE NEED TO SEE, THIS IS A BIPARTISAN APPROACH. HOUSING, HOMELESSNESS,
A LOT OF THE ISSUES WE’RE FACING IN THE COUNTRY. I CAN TELL YOU FIRSTHAND,
FOR THE REGION 9, WHICH IS VAST. IT’S SIGNIFICANT FOR ME TO WORK
WITH ALL PARTIES, WHETHER YOU’RE D AND R, TO HELP CONQUER
AND WORK ON THIS ISSUE. IT’S NOT GOING TO GO AWAY. IT’S NOT GOING TO BE A
SIMPLE ISSUE TO FIX. I’D ALSO LIKE TO APPRECIATE
ARIZONA’S SENIOR SENATOR, KYRSTEN SINEMA, WHO IS
REPRESENTED HERE TODAY BY KELSEY GIFFORD. I BELIEVE KELSEY IS HERE. I HAVEN’T SEEN HER AS WELL. THERE SHE IS. HAVING ELECTED LEADERS IN
CONGRESS WITH A TRACK RECORD OF WORKING ACROSS THE AISLE
IS CRUCIAL. ON AFFORDABLE HOUSING SOLUTIONS,
SENATOR SINEMA RECOGNIZES THE CRUCIAL REQUIREMENTS OF WORKING
IN A BIPARTISAN APPROACH, AND WE’RE WORKING SIMPLY TO MAKE ALL
AMERICANS STABLE, SAFE, AND CONTENT WITH THE ENVIRONMENT
WHERE THEY’RE AT. LAST BUT NOT LEAST, I WANT TO
THANK THE HUD TEAM FOR SUPPORTING YOUR EFFORTS. I AS A REGIONAL ADMINISTRATOR,
YOU CAN’T DO THIS WITHOUT YOUR HUD TEAM. YOU CAN’T DO THIS WITHOUT
YOUR TEAM MEMBERS. I’D LIKE TO INTRODUCE STEPHANIE
SMELNICK AND ANGELA HORN. STEPHANIE SMELNICK IS OUR
FIELD OFFICE DIRECTOR, AND ANGELA IS OUR POINT OF CONTACT,
BACK THERE. THESE TWO PEOPLE ARE GOING TO BE
CRUCIAL IN CONTACTING AND CONNECTING WITH, AND TO MAKE
SURE THE ENVISION CENTER IS FLOWING THE WAY IT SHOULD BE. TO BE ABLE TO BE HERE AND
DESIGNATE AN ENVISION CENTER IN AEROTERRA COMMUNITY, THE FIRST
EVER IN THE STATE OF PHOENIX. THAT’S SIGNIFICANT. SO YOU GUYS HAVE ACTUALLY PAVED
THE PATHWAY FOR COMPETITION FOR THE NEXT CITY TO ACTUALLY
STEP UP AND DO WHAT YOU GUYS HAVE DONE. ENVISION CENTERS ARE TYPICALLY
LOCATED ON OR NEAR PUBLIC HOUSING DEVELOPMENTS, AND
ARE CENTRALIZED HUBS THAT OFFER SERVICE IN FOUR AREAS
WHICH WE CALL PILLARS. AS THOSE SUPPORT COLUMNS THAT
HOLD UP BUILDINGS IN CLASSICAL GREEK ARCHITECTURE, THE FIRST
PILLAR IS ECONOMIC EMPOWERMENT AND AIMS TO IMPROVE THE
ECONOMIC SUSTAINABILITY. LOW-INCOME INDIVIDUALS RESIDING
IN THE COMMUNITY. BY EMPOWERING THEM TO IMPROVE
THEIR ECONOMIC OUTLOOK, THE SECOND PILLAR IS EDUCATIONAL
ADVANCEMENT, AND SEEKS TO BRING EDUCATIONAL OPPORTUNITY DIRECTLY
TO THE RESIDENTS, BY PARTNERING WITH YOU IN THE PUBLIC AND
PRIVATE ORGANIZATIONS TO HELP IN NON-TRADITIONAL WAYS. THE THIRD IS HEALTH AND
WELLNESS, AND IS DESIGNED TO HELP AND IMPROVE RESIDENTS’
HEALTH OUTCOMES BY OFFERING YOU SERVICES OR CONNECTIONS
TO SERVICES THROUGH THE ENVISION CENTERS, AND WITH THE
PUBLIC AND PRIVATE PARTNERSHIPS. THE FOURTH AND THE MOST
IMPORTANT ONE IS THE CHARACTER AND LEADERSHIP DEVELOPMENT. IT AIMS TO ENABLE ALL RESIDENTS,
ESPECIALLY YOUNG PEOPLE, TO REACH THEIR FULL POTENTIAL AS A
PRODUCTIVE, CARING, RESPONSIBLE CITIZEN IN WHICH YOU LIVE. THE SECRETARY IS VERY PASSIONATE
AND TAKES THIS VERY SERIOUS ON HELPING INDIVIDUALS WHO LIVE
IN THESE COMMUNITIES. AND REALIZING THAT THE
SIGNIFICANCE OF WHAT WE NEED TO DO FOR OUR FUTURE GENERATIONS,
OUR KIDS, WHICH ARE THE MOST IMPORTANT THINGS WE HAVE TO
VALUE AND CHERISH. SO AS ADULTS, WE HAVE TO TAKE
CARE OF OURSELVES TO MAKE SURE THAT OUR KIDS HAVE A
SUCCESSFUL FUTURE. AND HOUSING, ECONOMICAL
STABILITY, THE AVAILABILITY TO BE ABLE TO WORK AND FUNCTION
IN AN ENVIRONMENT WHERE YOUR KIDS COME HOME, AND YOU CAN
ACTUALLY SEEK TO BE STABLE, CONTENT, HAPPY. THEY’RE NOT CONCERNED. THEY’RE NOT FRIGHTENED. THESE ARE ALL THINGS THAT
WE TAKE SERIOUSLY, AND WANT TO MAKE SURE IT DOES TAKE PLACE. SO FURTHER, WHAT WOULD LIKE TO

A MESSAGE TO THE RESIDENTS. AS MANY RESOURCES THAT COME,
AS BEAUTIFUL AND GREAT AS THESE BUILDINGS ARE, YOUR
PARTICIPATION IS GOING TO BE THE KEY TO MAKING IT WORK. AND TO MAKING SURE THAT THE
RESOURCES THAT COME ARE THE ONES THAT YOU NEED. SO I REALLY WANT TO APPLAUD YOU,
BECAUSE I’VE BEEN TO THE MEETINGS. I SEE HOW ENGAGED YOU ARE,
BUT TO CONTINUE TO DO THAT, AND MAKE SURE IT’S WHAT YOU NEED

OF ITS KIND IN THE ENTIRE STATE. I HOPE WE CAN CONTINUE TO HAVE

HOLISTIC COMMUNITIES THAT ARE HEALTHY, THAT ARE FINDING JOBS,

  1. I live down the street from here. I have seen drive by’s, people yelling that another has stolen their clothing, and people who try to make their way through my “security” door.
    Ha! Quality affordable housing! I have to pay 150 extra for a swamp cooler that doesn’t cool worth of anything. And then we were given flyers that tell us that a 3 bedroom piece of crap is worth $1600 a month is this area.
