  1. shelter pets are sometimes alot of time and work and not many are willing to put in the work needed to get them back to being ok around people. also many of the animal shelters dogs get depersonalized and not able to really be around kids or some people. The shelter needs to take initiative about trying to not charge for helping people who are low income but want to have a pet.
