OF THE STORY BRIAN: AFTER SEEING PICTURES OF LIBRE, LANCASTER COUNTY D.A. CRAIG STEDMAN ASKED THE STATE POLICE TO INVESTIGATE.>>ALMOST RIGHT AWAY WAS ABLE PUT A CASE TOGETHER THAT LED TO THESE CHARGES, THAT IT WAS CASE OF OBVIOUS NEGLECT. BRIAN: SUE MARTIN, THE HEAD OF THE LANCASTER COUNTY SPCA HAD DECIDED NOT TO FILE CHARGES IN THE LIBRE CASE.>>HER CONCLUSION WAS CLEARLY TO NOT FILE CHARGES. BASED ON THE INFORMATION THAT THE PENNSYLVANIA STA POLICE PROVIDED ME, THAT IS THE INCORRECT CONCLUSION. BRIAN: NOW, STEDMAN HAS FILED A COURT PETITION, ASKING FOR MARTIN’S APPOINTMENT AS A HUMANE SOCIETY POLICE OFFICER TO BE SUSPENDED.>>I DO NOT HAVE THE CONFIDENCE THAT THESE CASES CAN BE HANDLED FAIRLY AND APPROPRIATELY BY THIS OFFICER. BRIAN: STEDMAN SAYS HIS OFFICE IS ALSO INVESTIGATING THE SEIZURE OF 10 HORSES BY THE LANCASTER SPCA EARLIER THIS YEAR. THE HORSES WERE RETURNED TO THE OWNER.>>WE NEED TO DO BETTER.
