MIKE: WELCOME BACK TO “UPFRONT.” PARENTS WHO ARE GETTING FOOD STAMPS COULD LOSE THOSE BENEFITS IF THEY DON’T WORK ENOUGH. GOVERNOR WALKER LAST WEEK ROLLED OUT HIS PLANS FOR WELFARE REFORM. HE WANTS TO REQUIRE ABLE-BODIED ADULTS, WITH SCHOOL-AGED CHILDREN, TO WORK AT LEAST 80 HOURS A MONTH, OR LOSE THEIR SHARE OF THE BENEFITS. OR, IF THEY DON’T HAVE A JOB, PARENTS ON PUBLIC ASSISTANCE WOULD BE REQUIRE TO ATTEND JOB TRAINING OR SEARCH FOR WORK 5 DAYS A WEEK. GOVERNOR SCOTT WALKER: ALL THESE WITH THE IDEA BEING, WE WANT TO GET PEOPLE IN THE WORKFORCE. WE FUNDAMENTALLY BELIEVE PUBLIC ASSISTANCE SHOULD BE A TRAMPOLINE, NOT A HAMMOCK. BY THAT, I MEAN WE WANT TO HELP PEOPLE GET BACK INTO THE WORKFORCE, NOT BE SETTLED INTO ASSISTANCE. YOU CALLED A MORBIDLY UNJUST. WHY IS IT?>>IT IS MORALLY UNJUST BECAUSE OF THERE IS NO WAY TO GUARANTEE THAT CU TS MADE TO THE PARENT WILL NOT GET TO THE CHILDREN. ANYTIME THERE IS A REDUCTION IN BENEFITS ESPECIALLY WHEN CHILDREN ARE INVOLVED, THERE’S NO WAY TO SEGREGATE THE GUTS SPECIFICALLY — CUTS SPECIFICALLY FOR THE PARENTS. IT IS CUT FOR THE FAMILY. WHENEVER YOU HAVE CHILDREN INVOLVED, AND PARTICULARLY TALKING ABOUT FOOD SHARE BENEFITS, THOSE CUTS ARE GOING TO AFFECT OF THOSE CHILDREN. NO WAY AROUND IT. MIKE: THE GOVERNOR’S ARGUMENT IS WEIRD TRYING TO GIVE PEOPLE AN OPPORTUNITY FOR A BETTER LIFE — IS WE ARE TRYING TO GIVE PEOPLE AN OPPORTUNITY FOR A BETTER LIFE AND IMPROVE THE QUALITY OF THEIR LIFE AND NOT LETTING THEM RELY ON GOVERNMENT. IT IS ABOUT THE DIGNITY OF WORK. WHAT IS YOUR RESPONSE?>>EVERYBODY WANTS TO SEE PEOPLE IN THE STATE THE SUBSTANCE SUSPICION AND SUPPORT — CELSUS FISHER — SELF-SUFFICIENT AND SUPPORT THEIR FAMILY. I AGREE WITH THAT. PENALIZING A PARENT IF THEY ARE UNABLE TO FOLLOW THROUGH WITH THOSE REQUIREMENTS ONLY PENALIZES THE CHILD. IF YOU HAVE A PARENT RECEIVING $211 IN FOOD STAMPS AND SAY THE PARENT’S PORTION IS $50, THAT DOES NOT BECOME A CUT OF $50 AND THEN THE PARENT IS NOT ALLOWED TO EAT, IT IS A CUT TO THE FAMILY. THOSE BENEFITS ARE DISTRIBUTED AMONG THE FAMILY EQUALLY. WE WANT TO ENSURE PEOPLE NOT ONLY HAVE AN OPPORTUNITY TO GO TO WORK BUT THE CHILDREN ARE NOT PENALIZED BECAUSE THEY ARE NOT RESPONSIBLE FOR BEING HERE. THEY ARE NOT RESPONSIBLE FOR IF THEIR FAMILY OR IF THEIR PARENT CAN’T PULL THEIR ACT TOGETHER AND DO WHAT THEY NEED TO DO IN ORDER TO MAKE SURE THOSE CHILDREN ARE NOT ELIGIBLE. WE ARE TALKING ABOUT SANCTIONS AS SEVERE AS OF THE FIRST SANCTION, YOU’RE KICKED OFF YOUR BENEFITS FOR 30 DAYS. SECOND SANCTION, 90 DAYS. THE THIRD SANCTION IS A SIX-MONTH SANCTION. THOSE ARE EXCEPTIONALLY HARSH FOR FAMILIES WHO ARE JUST TRYING TO FEED THEMSELVES. MIKE: ROUGHLY SEVEN THOUSAND FAMILIES. — 7000 FAMILIES. IS THERE ANYTHING YOU COULD DO TO STOP WELFARE REFORM PROPOSALS?>>I DON’T KNOW IF THERE’S ANYTHING I CAN DO TO STOP THIS. BUT THERE’S DEFINITELY SOMETHING THAT HAD TO BE SAID ABOUT THE PRACTICE AND ABOUT NOT ENSURING THAT THESE CUTS WILL NOT HARM THE FAMILY OR THE CHILDREN. WE WANT TO MAKE SURE THOSE PARENTS HAVE AN OPPORTUNITY TO FULFILL THOSE OBLIGATIONS. WE WANT TO MAKE SURE THOSE CHILDREN DO NOT FALL THROUGH THE SAFETY NET AS WELL.
