THERE ARE COST ADVANTAGES TO HAVE THESE JOBS NOT JUST LOCATED IN THE BAY AREA AND THE TALENT IS EVERYWHERE. FOR THE DELIBERATE WE CAN MAKE THIS WORK.>>THIS PARTICULAR PROJECT HAS REALLY BEEN, YOU’VE DRIVEN IT, GOVERNOR REYNOLDS HAS BEEN INVOLVED, WHAT ARE SOME OF THE POLICY LEVERS OR POLICY CHANGES THAT YOU’D LOOK AT TO TRY TO INSTITUTIONALIZE THIS OR MAKE IT A PART OF THE ECONOMY MOVING FORWARD.>>A FEW THINGS. SECOND WE ALSO HAVE TAX INCENTIVES TO HIRE WORKERS IN THESE COMMUNITIES. QUE QUÉBEC HAS A MODEL SIMILAR TO THAT WHERE THEY ACTUALLY PROVIDE TAX INCENTIVES TO HIRE FOLKS IN THE COMMUNITY. WHY DON’T WE HAVE THAT IN RURAL AMERICA. THIRD, WHEN WE MAKE SURE IF YOU HAVE A FEDERAL CONTRACT, AT LEAST 10% OF YOUR WORKFORCE IS COMING FROM THE RURAL COMMUNITIES OR FROM COMMUNITIES OF COLOR SO THAT EVEN IF 90% IS COMING FROM SILICON VALLEY WERE INCENTIVIZING COMPANIES NOT TO OFFSHORE BUT HIGHER PEOPLE IN THIS COUNTRY.>>THOSE ARE REALLY SENSIBLE AND PRACTICAL THINGS. I JUST THINK IF WE JUST HAD THAT PRAGMATIC APPROACH TO THESE THINGS, RATHER THAN, IT SEEMS TO ME THAT THE LAST FEW DECADES HAVE BEEN VERY IDEOLOGICALLY DRIVEN. WE’VE GOT THIS LAISSEZ-FAIRE DOGMA THAT HAS DRIVEN POLICY. YOU SAY NO LET’S FOCUS ON THE WORKER AND DO THINGS THAT REALLY MAKE A DIFFERENCE. ARE YOU TALKING TO THE ADMINISTRATION ABOUT ANY OF THIS?>>I HAVE, ABOUT ACTUALLY TALK TO JARED KUSHNER, THESE ARE PRACTICAL IDEAS TO MAKE SURE THAT AMERICA WINS THE 21st CENTURY. YOU NEED TO HAVE PRACTICAL PARTNERSHIPS BUT YOU ALSO NEED GOVERNMENT WITH STRATEGIC INVESTMENT AND THAT’S WHAT BUILT AMERICA, GOVERNMENT INVESTMENT WITH COLLEGES, UNIVERSITIES IN THE PRIVATE SECTOR.>>I REALLY.

  1. I doubt it works. Most training programs he talks about offer very little value. Tax incentive is just corporate welfare for select companies. Much better to lower tax rate in general.

  8. Why do we allow software jobs to move to India? That is the biggest outsourcing. Remember Boeing 737 Max ? It is the result of outsourcing, and it costs Boeing in the end. The fact is India outsourcing is cheap, but not productive. The management just looks at the compensation and feels happy. However, India workers cost US workers times to train them, and then they leave ( high turnover rate ). The management does not measure productivity especially when management has disproportionately high Indian decent.

  24. Plans to "buy" tech jobs (using taxpayer's money, of course) will, at best, work temporarily. In the end, if the "owner/employers" can get the job done elsewhere (overseas) for less cost, that's where the jobs will be.
    It is blatantly obvious to anyone who cares to look that we just don't need everyone working. Maybe back 100 years ago we did… but not now. What we do need are some "smarts" in our elected representatives who have the guts to acknowledge the reality of today and put in place plans to completely overhaul our capitalist/marketplace driven economic system.
    Don't ask me HOW to do accomplish this. All I know is that to keep doing what we've always done and expect a different result is insane (and won't work). It won't be long before the "techies" have advanced AI to the point where very few jobs will require humans – the ROBOTS will be doing the bulk of it.
    Something's gotta change… either by design and planning… or it will be forced on us. How about working on that, Ro Khanna?

They use voice recognition software and their computer populates the script they are to read back, they dont have actual grasp on the language and heaven help you if your solution isn't cookie cutter perfect and you again need actual customer service……..When I find a company with American Customer Service? It made the whole thing sound isolationist and reserved to me, and far from inclusive to those that are considered by the masses to be People of Non-Color. What am I? Invisible? Those People of Color, Congressman Khanna, are they Americans, or Indian immigrants on work visas that marry whom they are told to marry by their families, then brought over to the U.S. have a baby then never having to leave, once there work visa has expired? Then, being allowed to bring the rest of their klan. There is a huge difference between keeping Tech Jobs in America, under the guise of keeping Americans employed, and then bringing in Foreigners to fill those slots that were just kept open, Congressman Khanna.

  42. He lost me when he mentioned hiring based on quotas. I’m completely all for not outsourcing and keeping the hiring within America—since there are plenty of capable and willing workers here—but hiring based on who is part of a certain type of “community”…?? Businesses should be able to hire the best worker based on experience, etc. and who they believe will be best suited for the job—their skin color or where they live shouldn’t factor into a hiring decision.

    Another commentor said that anyone can learn skills if they are doing them on a daily basis. That’s only true to a point. Programming, coding, and other tech jobs are not like manufacturing and the like, which he compared them to just because they are ‘jobs.’. You still have to have a certain type and combination of hard and soft skills to be successful in tech jobs. Not having those could diminish the success of the company.

  44. The elephant in the room is the scheming with US silicon wafer manufacturers. He'll sell out his constituents and you'll end up with higher taxes and the same problem with all of the tech manufacturers outsourcing where they get energy and labor benefits from tyrannical regimes. I don't trust Khanna because of his magical view of education, technology and manufacturing. He doesn't really understand why Intel, Apple and so forth go overseas.

    OTOH, it is rooted in education problems. We create idiots. Spending more money without changing fundamental teaching doctrines in all of our academies will just contribute to a faster decline.

  46. When I was in school,in the 60's and 70's, there were tech school busses from school to the tech school. Half day in school then load up to finish the day at tech school. Bring that back.
